1. Idea of the Conference Sector 3.0.
By organizing this conference we would like to work with you to build a permanent platform for communication and exchange of experience on the role that new technologies can play in organizations working for local communities. Our intention is that the conference became a time to reflect on how important is communication and cooperation in the local environment and how ICT can contribute to increasing the effectiveness – both in terms of organization management, and in terms of specific objectives statute.
During the two-day conference, we want to talk about barriers and the reasons why NGOs are working rather rare with new technologies, which confirms the recent study conducted on behalf of the Polish-American Freedom Foundation research and analysis project: “Technologies for third sector / local communities.”
We hope this conference will bring together communities with the third sector and those institutions which provide knowledge about tools of modern technology – make them to use ICT in their daily work. We realize how very dynamic area is in the field of new technologies, and how many institutions in this field has tremendous experience. We hope that you find that such a joint meeting is needed.
2. Inspirations for the Conference.
The main inspiration for “Conference Sector 3.0” was report from researches „Technologies for III sector and local communities”. It included desk-research type analysis, field and quantitative works. By dint of doing such investigations we have extensive knowledge about ICT role in local communities and NGOs and we can define barriers hampering use of new technologies. Report became a starting point and a source of information needed to work, which we want to do with our conference participants.
Lack of knowledge about benefits of Using ICT is often a main barrier in local environments and NGOs efforts. In the past there were some programs made, which helped to develop new technologies in 3rd sector of national economy. We want to use their experience and resources like PIAPs (network of public internet points). There are more than over six thousand all over the Poland. The most important thing is that such points should be public, PIAPs should be local hot spots where you can meet other residents, or competent advisers. The growth in the popularity of technology in rural areas and small towns over the past few years helps our program. Villages are no longer a technological deserts.
3. Aims and objectives of the conference
After analyzing the report it can be concluded that to achieve the program’s goal we have to provide the positive effects of the use of new technologies. Supplying participants with extensive know why (and at a later stage only know how), we want to teach them about the idea of the creative use of ICT and to encourage the transfer of knowledge and skills to other organizations. In other words, the starting point for our conference, is the answer to the question why and whether or not to use the technology? Only a positive answer to this question is justified by putting another question - and therefore the question - how to do it? We have identified the main objectives of the conference, we want to: inspire NGOs to creative use of ICT, build the environment of people around the conference, contribute to improving the effectiveness of NGOs activities through ICT, and also show some interesting examples of benefits from the use of ICT by NGOs.
4. Conference Overview
The conference is to be primarily educational in nature, so we have offered a more modern formula. It will be a combination of the classical conference model with the rich to polish conditions wordwide café model. Thus, all event will be interactive and participatory.
The program od conference include both panel sessions dedicated to presenting the results of report and the “specialist” sessions- dedicated to the various elements which are necessary to build a support system for the third sector in the ICT field. It will also provide space for workshop to work on ways of communication and the role of ICT in the organization.
The first day, we will put emphasis on the interactive delivery of knowledge. It will be a lecture sessions-workshops formula. Participants will be divided into three groups which will work on three paths (block) modes, resulting directly from the main themes of the report. They are:
• What are the benefits that organizations can have with new technologies?
• How to deal with barriers?
• How to transfer knowledge about ICT to local organizations including NGOs?
The result will be cross-cutting consummation of ICT report, gathering and mapping the themes that will make the next day by participants. We also predict night party in the evening.
The second day will be clearly participative in nature. Its framework will be the result of night work of conference team on topics requested by the participants themselves. The team will propose topics and prepare basis of the session topics that will be assigned to individual group leaders. Now we can only say that the participants will be divided into 8 groups.
5. Logistical Information.
Time: Conference will be organized on time 23-24 May 2011 (Monday- Tuesday).
Place: The first edition of the conference will be held in Warsaw. It will take place in a unique and inclusive space- at Art Center Reed Factory (Fabryka Trzciny in Polish) (www.fabrykatrzciny.pl).
